rpress_tools_clear_doing_upgrade_before

Fires before the Clear Incomplete Upgrade Notice panel is displayed.

Runs at the start of the Clear Incomplete Upgrade Notice panel on the Data Repair tab. The panel, and therefore this action, only runs while the rpress_doing_upgrade option exists and the user has the manage_shop_settings capability.
