rpress_pre_refund_payment

Fires before stats are reduced for a refunded payment.

Runs in RPRESS_Payment::process_refund after rpress_should_process_refund allowed processing and before store earnings, customer value, purchase count and sale logs are updated. RestroPress uses it, at priority 999, to send the PayPal refund when requested.
